Năm học 2022 - 2023, TP.HCM, Cà Mau tạm thời chưa thu học phí còn Đà Nẵng, Hải Phòng, Bà Rịa - Vũng Tàu sẽ hỗ trợ học phí hoàn toàn cho học sinh.
Sở GD&ĐT TP.HCM vừa có hướng dẫn UBND TP.Thủ Đức và các quận, huyện cùng hiệu trưởng các trường THPT công lập về việc thu học phí và các khoản thu khác trong năm học mới.
Sở yêu cầu các cơ sở giáo dục công lập hiện nguyên tắc duy trì, giữ nguyên toàn bộ các nội dung và định mức thu các khoản thu dịch vụ phục vụ, hỗ trợ hoạt động giáo dục đã thực hiện trong năm học 2021-2022 để tiếp tục thực hiện cho năm học 2022-2023.
Riêng khoản thu học phí, tạm thời chưa thu để chờ hướng dẫn cập nhật về mức thu học phí trong năm học của UBND TP.HCM.
UBND tỉnh Cà Mau quyết định tạm thời chưa thu học phí đối với giáo dục mầm non, giáo dục phổ thông công lập năm học 2022 - 2023. Còn với các khoản thu khác đầu năm học (nếu có) tỉnh yêu cầu thực hiện theo đúng quy định hiện hành, không được thu bất cứ khoản thu nào ngoài quy định.
Những địa phương miễn học phí
Là địa phương đầu tiên trong cả nước thực hiện hỗ trợ 100% học phí cho học sinh mầm non đến THPT, ông Bùi Văn Kiệm, Giám đốc Sở GD&ĐT Hải Phòng cho hay, cách đây 4 năm, Hội đồng nhân dân thành phố Hải Phòng ban hành Nghị quyết 54 về miễn, giảm học phí cho học sinh các cấp. Việc miễn học phí cho bậc mầm non và THCS bắt đầu thực hiện từ năm học 2020 - 2021. Học sinh bậc THPT được giảm học phí từ năm học 2021 - 2022.
Như vậy, đến nay, 100% học sinh các cấp ở thành phố được miễn học phí (trừ bậc tiểu học được miễn theo Luật Giáo dục). Mỗi năm, thành phố trích hơn 400 tỷ đồng từ ngân sách địa phương hỗ trợ cho giáo dục.
Chính sách tạo điều kiện để học sinh chú tâm việc học hơn, từ đó nâng cao chất lượng giáo dục. Kết quả được thể hiện rõ nhất là chất lượng giáo dục của TP Hải Phòng trong 2 năm học vừa qua được nâng lên, thông qua kỳ thi học sinh giỏi bậc THPT, Hải Phòng đạt được 85 giải, đứng thứ Nhì toàn quốc.
Tại Quảng Ninh, năm học 2021 - 2022, do ảnh hưởng nặng nề từ dịch COVID-19, tỉnh giảm 100% học phí cho học sinh. Số tiền này được trích ra từ ngân sách của tỉnh. Năm học 2022 - 2023, địa phương tiếp tục nghiên cứu, cân đối ngân sách để quyết có miễn học phí hay không.
Tại Đà Nẵng, lãnh đạo Sở GD&ĐT thành phố thông tin, sở vừa báo cáo UBND, trình HĐND về việc hỗ trợ học phí cho học sinh. Dự kiến, giảm 100% học phí cho tất cả học sinh từ cấp một đến cấp ba.
Tại Bà Rịa - Vũng Tàu, HĐND tỉnh cũng ban hành nghị quyết hỗ trợ học phí cho trẻ mầm non 5 tuổi và học sinh THCS trên địa bàn tỉnh giai đoạn 2022 - 2025.
Theo đó, trẻ 5 tuổi được hưởng hỗ trợ học phí từ năm học 2022 - 2023 (ngày 1.9.2022) đến hết năm học 2023 - 2024.
Còn đối với học sinh THCS được hưởng từ năm học 2022 - 2023 (từ 1.9.2022) đến hết năm học 2024 - 2025.
Mức hỗ trợ là 100% mức thu học phí công lập theo quy định của HĐND tỉnh Bà Rịa - Vũng Tàu cho từng cấp học theo từng năm học.
Dự kiến hỗ trợ học phí theo nghị quyết này, ngân sách tỉnh sẽ chi hơn 568 tỉ đồng để thực hiện cả giai đoạn 2022-2025. Trong đó riêng năm học 2022- 2023 là hơn 140 tỉ đồng.

Accordingly, 5-year-old children are entitled to tuition support from the 2022-2023 school year (September 1, 2022) to the end of the 2023-2024 school year.
As for secondary school students, they are entitled from the 2022-2023 school year (from September 1, 2022) to the end of the 2024-2025 school year.
The support level is 100% of the public tuition fee collection as prescribed by the People's Council of Ba Ria - Vung Tau province for each level of study in each academic year.
It is expected that to support tuition fees according to this resolution, the provincial budget will spend more than 568 billion VND to implement the whole period of 2022-2025. Of which, the school year 2022-2023 is more than 140 billion VND.
